You need to use Internet Explorer in order to have application functionality. Technically, Silverlight should work for all browser, but it's recommended to use Internet Explorer. Secondly, after the Silverlight has been installed, restart the PC to apply the changes applied to your system and then it should work properly.
Additionally, download the Silverlight package again and reinstall it using Run as Administrator.
